Ghost Games is calling its new Need for Speed a "full reboot." It is due out on November 3 for PlayStation 4 and Xbox One, while the PC edition is coming in 2016. However, don't expect to have to pay for this, as Need for Speed won't have paid DLC or microtransactions. In addition, more may be added down the road, as Ghost Games has said it has plans for "free content updates" throughout the game's lifespan.
